Order of operations
If a heat pump, EV charger, or induction range is in your future and your panel is at capacity, the panel is the project to time carefully: HEAR allows up to $4,000 for a panel when it's part of qualifying electrification work, and Minnesota's separate panel grant (up to $3,000, under 150% AMI) doesn't require HEAR at all.
